Shocking footage obtained exclusively by The West Australian shows a suicidal teenage boy being held down and locked in crude shackles as he moans and sobs, laying bare the chaos going on behind closed doors at WA’s scandal-plagued juvenile detention facilities.
The confronting vision of three separate incidents, both from body-worn cameras and CCTV, shows the then 16-year-old being restrained in the notorious ‘figure four’ hold, shackled with chains and padlocks, and left bound in a cell after having his clothes cut off and replaced with a rip-proof gown.
