NMC issues guidelines for processing applications for PG medical courses 2024-25: Check official notice

The National Medical Commission (NMC) has issued guidelines for processing of applications for PG medical courses for the Academic Year 2024-25. The notice states that the Medical Assessment & Rating Board (MARB) has finalized the application process for new PG/SS Medical Courses and an increase in seats for PG/SS Medical Courses for the academic year 2024-25.
According to the notice, MARB has received a total of 1010 applications for the beginning of PG courses in existing medical colleges. The applications are reviewed by the MARB based on the criteria mentioned in the public notice on the NMC website.
The MARB has reviewed and approved applications at various levels with the competent authority. The review included a thorough examination of the parameters and supporting documents, such as the essentiality certificate, consent of affiliation, application fees, bank guarantee, and relevant letters. The college/institution that meets all of the criteria will be instructed to submit a completed and signed sworn affidavit, as well as a self-assessment form. Under AEBAS and Compliance Submission process:

  • If a medical college/institution meets all of the criteria outlined in Step 1, they must submit/upload a completed and signed sworn affidavit as well as a self-assessment form (which is internally assessed by the College). This submission should be made within a specified timeframe by the inspected department’s Dean/Principal, Nodal Officer, and Head of Department, preferably with digital signatures on EACH page.
  • However, if a medical college/institution does not meet all or any of the criteria listed in Step 1, they will be issued a Show Cause Notice (SCN) to correct the deficiencies. They must conduct a self-assessment to reconsider the number of requested seats under the PG-Medical Education Regulation 2000. Following that, they must submit/upload a completed and signed compliance report by the Dean/Principal, Nodal Officer, and HOD of the inspected department, preferably with digital signatures on EACH page, within a specific timeframe.
  • If the compliance report meets the requirements, the College will be instructed to submit/upload a completed and signed sworn affidavit, as well as a self-assessment form (which the College will internally assess). The Dean/Principal and HOD of the inspected department should make this submission within a specified timeframe, preferably with digital signatures on EACH page.

To enhance transparency in decision-making, the notice states:
Regarding the final decision

  • MARB will communicate its permission or otherwise to the medical college/institution within the specified timeframe.
  • For eligible entities with verified bank guarantee and/or undertaking, Letter of Permission (LOP) will be issued in accordance with section 28(3) of the NMC Act, 2019.
  • However, for eligible entities that have not submitted a bank guarantee and/or undertaking at the time of application, a Letter of Intent (LOI) will be issued first, followed by the issuance of Letter of Permission (LOP) after receipt and verification of the bank guarantee and/or undertaking.

Additionally, the notice clarified that the compliance report, affidavit, self-assessment, and AEBAS data will be reviewed by the college authority. MARB will communicate its decision to the medical college/institution within the defined timeline.
