UGC notifies universities: AICTE approval not needed to offer technical programs in online or ODL modes |

The University Grants Commission (UGC) in a public notice, announced that central, state and private universities will no longer require prior approval from the All India Council of Technical Education (AICTE) along with their application to UGC for offering undergraduate, postgraduate and PG diploma programmes in open distance learning or in online mode.
The official notice states, “In view of the above, it is informed that Central, State and Private Universities shall not require prior approval/recommendation/NOC from AICTE along with their application to UGC for offering of Undergraduate, Postgraduate and Postgraduate diploma programmes under the disciplines of Management, Computer Application and Travel and Tourism in ODL and/or Online mode.”
In its 578th meeting, the UGC made a decision after deliberating on a letter from AICTE. The letter concerned granting approval or recommendations to state and private universities providing professional programs in technical and management education through open and distance learning (ODL/OL) mode.
However, despite the revised guidelines, institutions with the status of ‘deemed-to-be-university’ will require AICTE approval or a no-objection certificate (NOC) to offer such programmes in ODL and/or online mode. The commission added that central, state, and private universities can only begin courses listed in Section 2 of the UGC (ODL Programmes and Online Programmes) Regulations, 2020, after receiving an approval, recommendation, or no-objection certificate from AICTE.
